Limit

Litestore checks the rate limit before it sends a sign-in link.
When Redis is unreachable, the limiter gives up quickly and lets the request through.
Litestore sets a lock in Redis while it handles a payment, and a late webhook still creates only one order.
On your computer the limiter never calls Redis, and the two values only need to be set.
